目前,特区可能面临有史以来最为艰难的处境:一方面是众多的期望和种种的猜疑,另一方面则是多项优惠政策逐渐将被取消的现实,在这种形势下,特区还能不能做好“第二次创业”这篇大文章,这是所有关注特区前途和命运的人们所担忧的。为此,本刊记者采访了特区问题专家、深圳大学的特区台港澳经研所所长苏东斌教授,请他就某些问题谈了些看法。 记者:从前一段时间的争论来看,人们对经济特区在认识上还有误区,这对特区的进一步发展或多或少将产生不利的影响,苏教授,您能否从理论上对特区作个界定?
