当前我国社会进入城乡一体化的关键期,全国不少地方将城乡一体化发展与社会管理创新有机结合整体推进,探索城乡一体化社会管理创新的有效途径:以党组织为核心的城乡社会管理组织体系创新,以社区为依托的城乡社会管理服务体系创新,以和谐为目标的城乡社会稳定治理体系创新,以电子信息为平台的城乡政务网络体系创新,以改善民生为方向的城乡社会保障与公共服务体系创新,以经济发展为支撑的城乡产业融合对接体系创新。全国各地实践探索所积累的经验有着深刻的启示:形成城乡一体的利益协调机制是前提,科学定位城乡一体的政府职能是基础,完善民意表达的公共决策机制是根本,构建民生本位的阳光财政政策体系是保障,培育城乡一体的多样化社会组织是重点,建立多元开放的公民社会流动机制是关键。因此,社会管理创新是加快城乡一体化的切入点和突破口;城乡社会融合是加快社会管理创新的核心;加快城乡资源要素优化配置是社会管理创新的根本目标。
