集体林业产权制度改革是林业经济体制改革的基础和前提。通过实行农户家庭承包经营制,实现“耕者有其山”这一公平公正的社会理念,是明晰林业产权的一条主要途径。在此基础上,建立起适合林业生产经营特点、农民自治和自主经营的合作经济组织,形成规模经营,寻求一条兼顾公平与效率的制度路径,是集体林业经济发展的根本出路。
The reform of collective forestry property right system is the foundation and premise of the reform of forestry economic system. By implementing the household contract management system of peasant households, realizing the fair and equitable social concept of “cultivating peasants with their own hills” is one of the main ways to clarify forestry property rights. On this basis, the establishment of a cooperative economic organization suitable for the characteristics of forestry production and management, peasant autonomy and self-management, and the formation of a scale management system and seeking for a system of taking equity and efficiency into consideration are the fundamental outlets for the development of collective forestry economy.
