经过长期的酝酿和充分准备后 ,党中央决定实施西部大开发战略 ,加快中西部地区的发展。我们是在什么样的背景下开发大西部 ,要开发什么 ,如何开发 ,可能会出现哪些问题。对这些问题进行深入的分析和研究 ,将有助于真正搞好西部地区的现代化建设。本文的作者在对西部开发热进行冷静思考的基础上 ,东西对比 ,论述了西部大开发应选择的切入点和应采取的财税政策。这种对西部大开发进行的“冷”思考 ,对我们的工作具有积极的现实意义。
After a long period of deliberation and preparation, the party Central Committee decided to implement the strategy of developing the west and speed up the development of the central and western regions. In what kind of context we are developing the Great West, what we should develop and how to develop, what problems may arise. An in-depth analysis and study of these issues will help to truly improve the modernization of the western region. Based on the calm consideration of the heat in the development of the western region, the author of this article compares things with each other and discusses the entry points that should be selected for the development of the western region and the fiscal and tax policies to be adopted.
