日本的能源资源极为贫乏,为确保稳定的石油供应,日本从1968年开始启动建立石油储备体系的计划,分四个阶段建立了由民间石油储备和政府石油储备构成的石油储备体系。在此过程中,日本政府制定了石油储备法,规划建设了十个国家石油储备基地,并对石油储备给予了各种形式的政策支持和财政资助。目前,日本已成为仅次于美国的第二大石油储备国,总储备量达到了157天的消费量水平。
Japan’s energy resources are extremely poor. In order to ensure a stable supply of oil, Japan started the plan to establish an oil reserve system in 1968 and established an oil reserve system consisting of private oil reserves and government oil reserves in four phases. In this process, the Japanese government formulated the Oil Reserve Act, planned and built 10 national oil reserve bases, and gave various forms of policy support and financial assistance to the oil reserves. At present, Japan has become the second largest oil reserve country after the United States, and its total reserves have reached a consumption level of 157 days.
