电子政务服务的应用有助于提高中国各级政府的工作效率与服务效能,因而如何对电子政务服务能力进行管理已成为理论与实践界关注的热点。从电子政务服务能力,电子政务服务能力的结构,电子政务服务能力的识别、测量与评估,电子政务服务能力的培育、获得与提升四个方面提出了电子政务服务能力管理研究的关键问题,并基于组织生态理论与服务价值链思想构建了电子政务服务能力生态价值链模型,提出了相应的研究方法与技术路线。
The application of e-government services helps to improve the efficiency and service efficiency of government at all levels in China. Therefore, how to manage the e-government service capabilities has become a hot topic both in theory and practice. From the e-government service capabilities, the structure of e-government service capabilities, e-government service capabilities identification, measurement and evaluation, e-government service capabilities cultivation, access and promotion of e-government service competence management of the key issues raised Based on the theory of organizational ecology and service value chain, this paper builds an ecological value chain model of e-government service capability and puts forward corresponding research methods and technical routes.
