从《南京条约》到"一国两制",香港历经沧桑,"香港问题"横跨封建社会、半殖民地半封建社会和社会主义社会三个历史阶段。新中国在解决香港问题上,由原来"长期打算、充分利用"到"一国两制"方针地提出,通过和平谈判,确立了用"一国两制"来解决香港问题。
