This paper presents a new way of television broadcasting. It can send a series of color still images with accompanying sound. For this purpose, the still picture receiver shall be equipped with a frame memory for storing and repeatedly reading the picture of a given program until a new picture signal is received. Currently, monolithic 64K bit (CCD) memories are commercially available (among other memories) so that small, relatively inexpensive frame memories can be provided that are particularly well suited for the purposes described herein. Phase Alternating Sub Nyquist Sampling (PASS) is used for digital recording of NTSC video signals, which will reduce the bit rate and the required memory capacity. This paper explains the principle of PASS coding and investigates three interpolation filters to eliminate aliasing. This paper also discusses the two-dimensional analysis of PASS coding, describes in detail the three PASS coding methods; ① field alternating ② one line alternating ③ two lines alternating. This article also outlines the experimental design of the digital frame memory for still image television receivers. With this design, the actual displayed image signal is good, before and after frame memory processing, the color bars displayed on the vector oscilloscope are completely coincident.
