文件校核是文件拟制过程中的一道必不可少的工序,是秘书部门的一项重要工作。一、文件校核的含义“文件校核”就是通常所说的文件核稿。“文件校核”这一表述是中央办公厅1989年4月25日在《中国共产党各级领导机关文件处理条例(试行)》(以下简称《文件处理条例》)中正式提出来的,而国务院办公厅1987年2月18日在《国家行政机关公文处理办法》中则把“文件校核”表达为“公文审核”。我们理解,这仅仅是提法的不同,其基本含义是一致的。所谓文件校核,是经授权的秘书部门指定的专职或兼职人员,为确保文件质量,按照有关规定在文稿印发之前对文稿的内容、文字、格式等所进行的全面检查修正工作。这个定义至少包含这样四层意思:第一,文件校核工作的部门及其人员有特定对象。只能是经授权的秘书部门来承担,由秘书部门指定的专职或兼职人员具体实施。党委系列的文件校核,只能由党委办公厅、室指定秘书人员来搞,不是随便什么部门、什么人都可以承担的。第二,文件校核是文件处理的一个必经程序。不是可有可无,可搞可不搞的。第三,文件校核的任务是对文稿的内容、文字、格式进行全面的校对、审核、斟酌、修正,对文件全面负责。第四,文件校核的目的在于帮助领导把关,确保文件质量。
Document checking is an indispensable process in the document preparation process, which is an important task of the secretary department.
