目的通过对社区卫生服务实施属地化管理的实践,尝试探索社区卫生服务管理的新方法,更好地体现公益性和保障社区居民的健康。方法建立社区卫生服务属地化管理组织机构,制定相关的规章制度和操作方法及职责,引入第三方评议并与绩效挂钩。结果属地化管理是在新形势下优化社区卫生服务运行机制和公共卫生资源配置的一个探索性的管理新机制。从不同利益方来说,实施属地化管理这种模式,都有一定的好处,社区责任医生下社区有了一个较好的平台,社工人员为民服务的工作内涵更加丰富,政府改善民生的政策得以落实和实现。而且,在对社区责任全科团队管理方面也有了不同程度的提升,既提高了服务质量,又促进了医患和谐。结论社区卫生服务属地化管理对维护社区居民的健康是有利的。
Objective To explore the new methods of community health service management by implementing the practice of community-based management of community health services, to better reflect the public welfare and protect the health of community residents. Methods Establishing the organization and administration of community health services, establishing relevant rules and regulations, operating methods and responsibilities, introducing third-party appraisal and linking them with performance. Results Localization management is an exploratory new management mechanism to optimize the operation mechanism of community health services and the allocation of public health resources in the new situation. From different stakeholders, the implementation of the mode of localization management has some benefits. Community-based doctors have a better platform under the community and the work of social workers to serve the people is more enriching. The government’s policy to improve people’s livelihood To be implemented and achieved. Moreover, there has also been some degree of improvement in the management of community responsibility general practitioner teams, which not only improves service quality but also promotes harmony between doctors and patients. Conclusion The community-based management of community health services is beneficial to the health of community residents.
