航空航天工业部部长林宗棠在中国科协第四次全国代表大会上作了题为《工程技术与人类进步》的学术报告。报告共分三部分:一、工程技术在人类社会发展中的地位和作用;二、现代工程技术发展的特点和趋势;三、对加速我国工程技术发展的几点建议。 在第一部分中,林部长指出:在科学,工程技术、经济三者之间,工程技术是中间环节,科学发现只有通过工程技术,才能推动经济的发展。工程技术是人类改变或控制客观环境的手段或活动,其任务是改造世界,使自然资源最佳地为人类服务。 1.工程技术是科学发现转化为现实生产力的重要桥梁。 2.工程技术是推动经济发展的强大动力。 3.工程技术日益成为科学研究的重要手段。 4.工程技术是发展人类文明的重要途径。 在第二部分中,林部长以详尽的实例指出:工程技术的发展是永无止境的,一场新的发展工程技术的国际竞争正在展开。展望今后一个时期,工程技术的发展至少有以下特点和趋势:
Minister of the Ministry of Aerospace Industry Lin Zongxi made an academic report entitled “Engineering Technology and Human Progress” at the Fourth National Congress of the Chinese Association for Science and Technology. The report is divided into three parts: First, the status and role of engineering technology in the development of human society; Second, the characteristics and trends of the development of modern engineering technology; Third, some suggestions for accelerating the development of China’s engineering technology. In the first part, Minister Lin pointed out that between science, engineering technology, and economics, engineering technology is an intermediate link, and scientific discovery can promote economic development only through engineering technology. Engineering technology is a means or activity for humans to change or control the objective environment. Its task is to transform the world so that natural resources can best serve humanity. 1. Engineering technology is an important bridge for scientific discovery to translate into real productivity. 2. Engineering technology is a powerful driving force for economic development. 3. Engineering technology is increasingly becoming an important tool for scientific research. 4. Engineering technology is an important way to develop human civilization. In the second part, Minister Lin pointed out with detailed examples: The development of engineering technology is endless, and a new international competition for developing engineering technology is underway. Looking forward to a period of time, the development of engineering technology has at least the following characteristics and trends:
