中央编委办公室和地质矿产部共同颁发的中编办(93)53号文《关于实施地质矿产主管部门机构改革方案的通知》下达后,省、市(地)、县三级地矿行政机构改革工作正式进入实施阶段.但由于种种原因,致使省和省以下各级地矿行政机构建设存在的诸多问题至今未能解决,相当数量的机构长期不能适应已经赋予并将继续赋予其工作职责的需要,从而越来越严重地制约着各项工作的深入发展.如何把地矿行政机构改革好、建设好?必须对与其有关的问题有一个比较统一的认识,进而采取切实可行的方法和措施开展工作.
