当前,种子市场日趋活跃,经营主体不断涌现,经营的品种繁多,种子流通方式复杂多样,给种子检疫执法带来新的挑战。笔者以为从源头抓起实行种子检疫档案管理制度不失为一种好办法。一、建立种子基地书面申报档案。按照有关法律法规,种子生产者建立种子生产基地前,必须向植物检疫机构递交书面种子生产基地选址申请,取得该地块无强制检疫对象的证明材料。检疫机构接到选址申请后,应该查核疫情分布资料,实地察看有无强制检疫对象。植物检疫机构不论同意与否,都应及时给予选址回复。选址申请和选址回复以及实地查看纪录,将成为该生产基地种子检疫的档案资料。
At present, the increasingly vigorous seed market, the continuous emergence of business entities, the wide variety of businesses and the complicated and diversified distribution of seeds have posed new challenges to the implementation of seed quarantine and law enforcement. I think it is a good idea to start from the source to implement the quarantine file management system. First, the establishment of a seed base to declare the file. After the quarantine institution receives the site selection application, it should check the epidemic distribution data and inspect the field for compulsory quarantine inspection. Phytosanitary agencies, whether agreed or not, should be promptly given a site response.
