港回专业技术岗位设置及实施

专业技术岗位设置的必要性 自1991年以来,在每年度上海市职改办下发的年度专业技术职务评聘工作意见中都把“开展搞好专业技术岗位设置”作为职改的主要工作。为什么要把专业技术岗位设置作为进一步深化职称改革和专业技术职务评聘的基础和前提来抓?我认为,主要有以下三个方面原因: 1.是从计划经济向市场经济的模式转化的需要。现有的聘任方法存在五种弊端: (1)专业技术岗位设置设有根据实际工作或生产发展的需要,不与市场经济接轨,岗位与职务不配套,聘任制流于形式。 (2)任职资格与岗位游离。 (3)专业技术职务任职资格宏观控制与用人单位微观聘用的矛盾。用人单位配置的矛盾比较集中地表现在具备任职资格的人数较多(特别是中、高级),岗位数相对较少。 (4)专业技术人员所要解决的问题发生了变化。职改前,重点是落实党的知识分子政策,专业技术人员能取得相应资格的尽量给予解决。职改工作正常化后,经济发展的要求是优化配置专业技术人员,让专业技术人员在合适的、对应的岗位上发挥最佳的作用。从这个要求出发,设置岗位是否妥当,聘任制实施成功或失败的标准,就在于单位的效益能否上去,企业是否具有活力。 (5)原有的专业技术岗位设置需要修改和完善。上海港在1987在职改工作开始时, Necessity of professional technical post establishment Since 1991, the annual work of appraising and appraising the annual professional and technical positions issued by the Shanghai Office of Vocational Reorganization has made “carrying out the job setting of professional and technical posts” the major task of job transformation. (4) The problems to be solved by professional and technical personnel have changed. Prior to the reform, the key is to implement the party's policy of intellectuals, professional and technical personnel to obtain the appropriate qualifications as far as possible to solve. After the job improvement work is normalized, the requirement for economic development is to optimize the allocation of professional and technical personnel so that professional and technical personnel can play their best roles in appropriate and corresponding positions. From this requirement, setting the proper position, the appointment of the success or failure of the implementation of standards, lies in the effectiveness of the unit can go up, whether the enterprise has vitality.
