理论建设是党的思想建设的根本,理论素质是领导干部思想政治素质的核心和灵魂。只有理论上清醒,政治上才能坚定。必须把加强党的理论建设,把全党特别是领导干部的理论学习当做根本大计来抓。去年,在省部和地市厅局领导班子、领导干部中开展了“讲学习、讲政治、讲正气”的集中教育,收到了明显的成效。今年将在县一级有计划地全面展开。“三讲”教育的深入开展,对推动全党的理论学习,加强宣传思想战线的工作,创造了好条件。要很好地总结“三讲”中加强理论学习的经验,引导、组织干部认真读书,进一步在党内造成认真学习理论的浓厚空气。推动理论学习,一定要切实加强马克思主义的学风建设。学风问题也是一个党性问题、党风问题。能不能结合社会主义现代化建设和党的建设新的实际,发扬理论与实际相结合的学风,关系到党的兴衰和事业的成败。目前存在的学风不正现象,主要表现在,一是轻视理论学习;二是不能正确运用理论研究解决现实问题; Theoretical construction is the foundation of the party’s ideological construction.
