几年来的实践証明,絕大多数机关在推行了文書处理部門立卷以后,改进了机关的文书处理工作,健全了催办、归卷制度,大大地方便了承办人对当年文件的利用;而且还使档案室能够騰出手来开展档案的整理、鑑定和組織利用等工作。因此,絕大多数机关都是积極拥护这一制度的。文書处理部门立卷工作,在目前还存在一个比較普遍的問題,就是不能平时立卷。这样就不能显示出文書处理部門立卷的优越性,也就影响了这一制度的健全和巩固。有些机关虽然推行了文书处理部門立卷,由于平时不能立卷,文件管理得就混乱,容易丢失,也不便于利用,使立卷工作流于形式。平时不立卷,势必要在年終突击立卷,这种作法工作量大,往往会因为抽不出时間整理而积压大批档案。文書处理部門如果不能及时整理
