一九五一年本月(疑是「本院」之误——办公厅注》发布了「关于工作报告制度的暂行规定」,中央各部门及各级人民政府均已遵照实行。最近本院进行反官僚主义检查工作时,发现该项规定有缺点,主要是:向各中央部门及地方政府要的报告种类、次数过多,要来后如何处理亦无明确规定;而在执行中,亦有某些单位本不必要或不应直送的报告但亦径报政务院的现象。为改进上述缺点及情况,兹对各项工作报告报送办法,重新规定如下:
