重庆社会救助经历了探索、制度推进与不断完善三个阶段。社会救助制度的全面建立,有力地保障了三峡百万大移民工作的顺利进行,保障了困难群众的基本生活,维护了社会稳定,促进了经济社会发展。重庆社会救助的探索实践具有公平效应、激励效应、补偿效应等理论价值,对于后续社会救助制度建设具有重要的指导作用。
Chongqing social assistance has experienced three stages of exploration, system advancement and continuous improvement. The establishment of the social assistance system has effectively ensured the smooth progress of the work of Migrants in the Three Gorges Project, ensured the basic livelihood of the needy people, safeguarded social stability and promoted economic and social development. The exploration and practice of social assistance in Chongqing has the theoretical value of fairness effect, incentive effect and compensation effect, and plays an important guiding role in the construction of social assistance system.
