中共中央、国务院《关于做好 2001年农业和农村工作的意见》指出：当前突出的问题是农民增收困难。必须高度重视农民收入问题，把增加农民收入放在整个经济工作的突出位置。为了加深对这一问题的认识，我们请农业部的专家、理论界的学者和工作在农业第一线的县委书记从不同的角度，进行了比较全面而深入的分析。
The Opinions of the CPC Central Committee and the State Council on Doing Well the Work of Agriculture and Rural Areas in 2001 pointed out: Currently, the outstanding problem is that peasants have more difficulties in increasing income. We must attach great importance to the peasants ’income issue and increase the peasants’ income in a prominent position in the entire economic work. In order to deepen our understanding of this issue, we asked experts from the Ministry of Agriculture, academics from the theoretical circles and county party secretaries working in the agricultural field to conduct a more comprehensive and in-depth analysis from different perspectives.
