The Principle of Vulnerability is a basic theory of Denney Goulet’s development ethics. It includes two parts: First, the weakness of the weak, which means underdeveloped, but undeveloped, including poverty, power and desperation triple evil. The other is the vulnerability of the strong, which manifests the danger of the material, military and technological superiority of a powerless nation that the poor will not forgive. To understand the vulnerability of the strong must first understand the issue of reciprocity, and reciprocity is a necessary prerequisite for respect. This principle has very important guiding significance for solving the development problems both in the world and in one country.
