本文以社会质量理论为指导,从“制度—非制度”、“集体—个体”两大维度,梳理影响新生代农民工城市融入的主要因素,构建其城市融入的社会质量分析框架,明晰促进新生代农民工城市融入的关键因素和主要路径。在此基础上,运用该分析框架对成渝地区新生代农民工城市融入的问题进行分析,发现问题集中体现在公共服务质量较低、人力资源开发不足、身份认同不高三个方面。据此,当前成渝地区新生代农民工城市融入工作的重点,应当是在逐步完善无差异公共服务供给的基础上,改善其融入条件,开展职业教育、技能培训等人力资源开发,以强化融入能力、提升融入动力,进而促进新生代农民工积极参与社区治理,增进他们融入城市的文化归属和身份认同,实现“高质量”的融入。

Therefore, at present, the focus of urban integration of the new generation of migrant workers in Chengdu and Chongqing should be based on the gradual improvement of the supply of undifferentiated public services, improve their integration conditions and develop human resources such as vocational education and skills training to strengthen integration Ability to enhance integration into the driving force, thus promoting the new generation of migrant workers to actively participate in community governance, enhance their cultural integration and identity into the city, and achieve “high quality” integration.
