由于民兵骨干已逐步由农村转向城镇,进入各类大中型国有企业和乡镇企业,组建民兵应急分队应面对现实,注重“三个转向”。即编组重点由普通兵员为主逐步转向以专业技术兵员为主;编组片区由农村为主转向以城镇为主;编组对象由青壮年农民转为主向企事业单位职工为主。在编组方式上,应根据平时和战时执行应急任务的需要,采取以下几种方式:
