1993年11月30日至12月3日,国务院房改领导小组在北京召开第三次全国城镇住房制度改革工作会议。根据党的十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干问题的决定》和国务院第11次常务会议原则通过的《国务院关于加快城镇住房制度改革的决定(草案)》,会议明确了适应社会主义市场经济体制城镇住房新制度的基本框架;即三方合理负担,社会方式运行,货币形式分配,两种供应体系,普建公积金制,发展住房金融,规范市场交易。确定了当前房改的基本思路:即以出售公有住房为侧重点,售、租、建并举,政策配套,形成市场,加速住房建设,加快住房商品化、社会化,早日建立适应社会主义市场经济要求的城镇住房新制度,实现2000年城镇居民住房达到小康水平的要求,不断改善居民住房条件。结合各地的实际,认真贯彻
