近日,人社部相关负责人就《意见》以及深化中小学教师职称制度改革的相关问题回答了记者提问。问:《意见》颁布的背景是什么?答:中小学教师是我国专业技术人才队伍的重要组成部分,是全面实施素质教育,推动教育事业又好又快发展的重要力量。随着中小学人事制度改革的深入推进、素质教育的全面实施和教师队伍结构的不断优化,现行的中小学教师职称制度存在着等级设置不够合理、评价标准不够科学、评价机制不够完善、与事业单位岗位聘用制度不够衔接等问题,影响了中小学教师队伍的发展,广大中小学教师要求改革的呼声很高。
