为了全面地贯彻落实好《档案法》,我们省于1987年9月至1988年1月举办了全省地(市)、县档案局长岗位职务培训班,并被省委组织部确定为全省领导干部岗位职务培训的试点班。实践证明,档案干部实行岗位职务培训,对提高他们的素质,提高其工作业务水平,有着极其重要的推动作用。一、档案干部实行岗位职务培训是贯彻《档案法》的必要条件《档案法》是档案工作的根本大法。要使《档案法》落到实处,需要不同门类和层次且符合岗位规范要求的专门人才,岗位职务培训就是培养这些专门人才的重要途径。从我省档案干部队伍的素质看,还远远不能适应贯彻《档案法》的需要,据1986年度统计,在全省1062名档案专业干部中,具有中专以上学历或者具有专业技术职务的共有521人,占总职工数的49.06%,而其中经验型占了27.25%。从档案工作的实践经验看,这些人有2/3不足5年档案工龄,从专业教育看,受过档案专业学历教育的18人,虽然用这
