从1978年到1992年,是行政管理体制改革和行政管理学研究起步阶段;从1992年到2003年,是行政管理体制改革深化和行政管理学研究拓展阶段;从2003年开始,进入行政管理体制改革创新和行政管理学研究繁荣阶段1978年党的十一届三中全会,事实上已经开启了我国政治体制和行政管理体制改革,也提出了关于政府行政管理研究的要求。30年来,行政管理体制改革所走过的历程可概括为:三阶段、三大步、三大课题。
