从世界范围内“学校重建运动”的历程来看,学校的改革与发展经历了从“优质学校”、“有效学校”到“效能型学校”三种范式的转换。“优质学校”关注的是质量,其特征是巨大的投入和产出(不计成本);“有效学校”关注效率,即学校产出与投入的比值,但忽视了学校本身功能的充分发挥(如教师发展、对社区的影响等);“效能型学校”则兼顾功能、效率和质量,是学校发展的高级阶段。从国内成功学校的发展历程看,学校的改革与发展大体上经历三个阶段:
