《国务院关于大力推进大众创业万众创新若干政策措施的意见》(国发〔2015〕32号)指出:推进大众创业、万众创新,是培育和催生经济社会发展新动力的必然选择,是扩大就业、实现富民之道的根本举措,是激发全社会创新潜能和创业活力的有效途径。《关于深化高等学校创新创业教育改革的实施意见》(国办发〔2015〕36号)全面部署深化高校创新创业教育改革工作,并要求高校加快培养规模宏大、富有创新精神、勇于投身实践的创新创业人才队伍。
