国际服务贸易近年来发展迅猛,特别是乌拉圭回合谈判中签订的《服务贸易总协定》,极大地推动世界服务贸易的自由化和国际化的历史进程,同时也加速了中国服务贸易领域对外开放的步伐。中国劳动力富裕、服务市场潜力巨大,然而现阶段,中国服务业规模小、服务附加值低。中国要充分把握服务贸易自由化带来的机遇,学习国外先进的服务理念与服务管理技术,才能够加快本国服务贸易的发展和提升整体服务贸易水平,最终实现中国现代化服务贸易又好又快发展的宏伟目标。
In recent years, the international trade in services has been developing rapidly. In particular, the General Agreement on Trade in Services signed in the Uruguay Round negotiations has greatly promoted the historical process of liberalization and internationalization of world trade in services and accelerated the opening up of China’s service trade to the outside world pace. China has abundant labor force and huge market potential for services. However, at this stage, the scale of China’s service industry is small and the added value of its services is low. China should fully grasp the opportunities brought by the liberalization of trade in services and learn advanced service concepts and service management techniques from abroad so as to speed up the development of its trade in services and enhance the overall level of trade in services so as to eventually achieve sound and rapid development of China’s service trade.
