党的第十届全国人民代表大会常务委员会第十五次会议通过的《中华人民共和国公务员法》,是我国第一部带有干部人事管理总章程性质的重要法律。公务员法的颁布实施,标志着我国公务员制度建设进入了新的阶段。作为一名管理干部人事档案工作的干部来说,深入学习领会公务员法,准确把握公务员法的精神实质和基本内容,是做好干部人事档案工作的基本依据和准则。
The “Law of the People’s Republic of China on Civil Servants” passed by the 15th Session of the Standing Committee of the 10th National People’s Congress of the Communist Party of China is the first major law of our country with the general constitution of the cadre’s personnel management. The promulgation and implementation of the Civil Servant Law indicates that the construction of the civil service system in our country has entered a new phase. As a cadre managing personnel files, studying and understanding civil servants’ law in depth and accurately grasping the essence and content of the civil servant law are the basic basis and guidelines for doing a good job of cadre personnel files.
