村民自治是建设社会主义新农村的重要内容,也是我国民主政治建设的伟大实践。但当前村民自治的实践还存在诸如干群关系紧张、两委关系不明确、工作不协调、乡镇政府与村委会定位不准、村干部选拔和村务管理不规范等诸多问题。完善村民自治、推动农村民主政治建设,必须加强干部教育、融洽干群关系,科学划分两委权限、规范决策运行机制,转变政府职能、协调乡村关系,改变干部选拔方式、加强村干部队伍建设,完善村民自治、规范村务管理。
Villager autonomy is an important part of building a new socialist countryside and a great practice of building democratic politics in our country. However, there are still many problems in the practice of villager autonomy such as the tensions between cadres and the masses, the unclear relationship between the two committees, the uncoordinated work, the misjudgment of the township government and village committees, the selection of village cadres and the irregular management of village affairs. Improve the villagers autonomy and promote the construction of rural democratic politics, we must strengthen education of cadres, harmonious relations between cadres and the masses, scientifically divide the two committees of authority, standardize the decision-making mechanism, change the government’s functions, coordinate rural relations, change the way of cadre selection, strengthen the building of village cadres, Improve the autonomy of villagers and standardize the management of village affairs.
