1994年,江苏省运管工作的总目标是:认真贯彻党的十四届三中全会精神,在建立社会主义市场经济的总要求下,坚持深化改革,扩大开放,加强管理,通过统筹规划,掌握政策,宏观调控,搞好服务,向建立一个统一、开放、竞争、有序的运输市场机制迈出新的一步。与此同时,进一步加强运管人员的思想建设和业务培训,提高科学管理水平,增强管理手段,使全省运管队伍的建设走上一个新的台阶。
