定县卫生实验区是平教会的定县实验的重要组成部分,它是在晏阳初、兰安生、姚寻源、陈志潜等人合力打造下建立起来的。定县卫生实验区的核心内容和成功关键是县乡村相结合的农村三级医学保健网,三级医学保健网是我国乡村卫生发展史上的一项创举,它的成功运作主要归因于以下几点:积极有效地贯彻了实事求是的原则;以广大农民的经济承受力为基本前提;保健网本身的科学性;注重与其他部门的协调配合;保健员制度的灵活性以及陈志潜本人的个人才能及努力。
