前段时间,台“行政院院长”江宜桦出席“青年政策论坛”时,面对青年人提出“台湾凭什么留住人才”的疑问,言及岛内薪水虽无法比人强,但有更好的生活环境,盼人才综合考虑留在台湾。这样的答案令人失望,也凸显这些年岛内力推“育才、留才、揽才”政策效果十分有限。这几年,大陆启动进口替代政策,积极扶植本土产业,让两岸产业发展关系快速由互补走向竞合。台湾凭什么留住人才?理应是认真思考的问题。

Such an answer is disappointing. It also highlights the ineffectiveness of the policy of “promoting talents, leaving talents and taking talents” in these years. In recent years, the mainland has initiated an import substitution policy and actively supported local industries so that the development of cross-Strait industries can quickly move from complementarity to competition. What should Taiwan retain its talents? It should be a matter of serious consideration.
