本文从规模报酬收益的观点分析“三下”煤炭资源开采，推导出最佳开采量应满足的条件。计算出在不同贴现率下，“三下”煤炭资源开采的最佳开采量，并给出了合理的解释。
This article analyzes the “three-down” coal resources exploitation from the point of view of the scale of return income, and derives the conditions that should be met for the optimal extraction volume. Calculate the optimal exploitation of “three-down” coal resources under different discount rates, and give a reasonable explanation.
