几年来,商业批发企业在改革、开放、搞活上取得了一定的进展。但是从企业应成为相对独立的自主经营、自负盈亏的社会主义商品生产者和经营者这一要求讲,商业批发企业的活力还没有充分表现出来,广大商业职工的积极性和创造性还没有充分调动起来,国营商业批发企业在流通领域中的主导地位和骨干作用还没有充分发挥出来。能否进一步搞活国营商业批发企业,直接关系到商业流通体制改革的进程。本文拟就这一问题,谈谈自己的看法。一、国营商业批发企业活力不大的原因 Over the past few years, commercial wholesale enterprises have made some progress in reform, opening up, and invigoration. However, from the requirement that companies should become relatively independent self-operating, self-financing socialist producers and operators, the vitality of commercial wholesale enterprises has not been fully demonstrated, and the enthusiasm and creativity of the majority of commercial workers have not yet been fully mobilized. The dominant position and backbone role of the state-run commercial wholesale enterprises in the circulation field have not yet been fully brought into play. Whether we can further invigorate state-run commercial wholesale companies directly affects the process of reforming the commercial circulation system.
