解放初期,由于长期战乱影响,北京游民乞丐很多。1949年5月,当时市政府成立以民政局为主,由公安局、卫生局、纠察总队、人民法院等单位及华北人民政府民政部代表共同参加的“收容处理游民乞丐委员会”,处理方针是一方面收容,一方面组织劳动,对各种性质不同的游民乞丐,予以不同处理。对有偷窃、流氓行为的送法院适当处理后,组织劳动生产;对游民乞丐,经过收容教育,分别采取遣送回籍,组织劳动和收养、学习技术等办法,以达到促其自谋生计的目的,较好地解决了乞丐问题。
