城市化的发展、单位制的解体，使传统的城市管理体制遭遇挑战。城市社区建设在全国掀起高潮。其间存在的主要问题是树立与贯彻以人为本的思想。以人为本是城市社区建设的立足点与归宿，应积极采取措施，认真落实这一思想。
The development of urbanization and the disintegration of the system of units have challenged the traditional urban management system. Urban community construction in the country set off a climax. In the meantime, the main problem is to establish and implement the people-oriented thinking. People-oriented is the foothold and end-result of urban community construction. We should take active measures to conscientiously implement this thought.
