目的建立基层卫生士官评价指标体系,为促使军队卫生人力科学发展,提高卫生士官素质,适应军队卫生体制改革需要。方法采用文献回顾、特尔斐专家咨询法、优序图等方法建立指标体系,确定指标权重。结果两轮专家咨询积极系数为95.2%、92.5%;专家权威程度平均值为0.7926、0.76547;专家意见的协调系数分别为0.322、0.453;最终确立军队基层卫生士官评价指标28项:一级指标3项,二家指标25项,3项一级指标的权重系数分别为0.4121、0.3899、0.1981。结论指标选择有代表性、指标权重合理,评价方法科学,为基层卫生士官队伍建设和发展提供导向依据。
Objective To establish the evaluation index system of grassroots health officers and officers, in order to promote the scientific development of military health personnel, improve the quality of health officers and meet the needs of military health system reform. Methods Using literature review, Delphi expert consultation method, preferential sequence diagram and other methods to establish the index system to determine the index weight. Results The consultation coefficient of two rounds of experts was 95.2% and 92.5% respectively. The average level of experts’ authority was 0.7926 and 0.76547. The coordination coefficient of expert opinion was 0.322 and 0.453 respectively. Finally, the evaluation indexes of grassroots health officers and officers were 28, Items, two indicators 25 items, three items of the first-level indicators of the weight coefficients were 0.4121,0.3899,0.1981. Conclusion The index selection is representative, the index weight is reasonable, the evaluation method is scientific, which provides the basis for the construction and development of grassroots health officer officers.
