On September 12, 2013, the Central Propaganda Department, the Ministry of Education, the State Administration of Press, Publication, Radio, Film and Television, the Office of the National Anti-vice Campaign and the National Internet Information Office jointly issued a circular calling for the strengthening of children’s publishing administration and market regulation. While affirming the overall situation of children’s publishing in our country, the “Notice” pointed out that at present some children’s publications have such problems as vulgar content, poor quality and high prices, and some even contain such contents as murder violence and obscene pornography and seriously endanger children and adolescents body and mind
