成委发[2013]13号各区(市)县委和人民政府,市级各部门:为大力实施创新驱动发展战略,加快创新型城市建设,现提出如下意见。一、总体要求坚持自主创新、需求导向、企业主体、开放合作,把健全区域创新体系作为构建现代产业体系、促进三次产业转型升级的核心引擎,大力促进科技与经济一体化发展,以科技创新引领“四化”同步发展、支撑“五位一体”建设,加快建设全国知名的创新之城、创业之都和创新发展引领区,为深入实施“五大兴市战略”、奋力打造西部经济核心增长极提供强劲动力。
