《中共中央关于加强党的执政能力建设的决定》,十分突出地总结了中国共产党执政55年的主要经验,明确把这些经验作为新时期加强党的执政能力建设的主要指导原则,并要求我们在实践中长期坚持并继续丰富和发展。深刻理解四中全会精神,要从内容上吃透这些执政经验的基本精神,更要从方法论上把握全会总结党的执政经验的深刻意蕴。只有弄清楚总结经验和提高执政能力的关系,才能高度重视总结党的执政经验在《决定》中的重要地位。
