1949年 9月 1 9日的绥远起义 ,不仅是中共“绥远方式”的伟大胜利 ,也是董其武与国民党政府及绥远反动势力斗智斗勇的结果。同时 ,绥远起义也是北平和平解放的继续。没有绥远起义 ,北平的和平解放是有缺憾的、不完整的。因为 ,第一 ,从傅作义的思想历程来看 ,只有完成了绥远起义 ,才完成了他人生旅程的重大转变 ;第二 ,有了北平的和平解放才有了“绥远方式”,有了“绥远方式”才有了绥远起义 ;第三 ,绥远不起义 ,北平的和平解放就不彻底
