①国家发改委价格监测中心研究员刘满平天然气价格改革应当遵循的三个原则第一,天然气价格改革一定要坚持与我国天然气发展现状相适应的原则。国外天然气市场的发育经历了三个时期初期、发展期和成熟期。在初期和发展期的相当长时间里,天然气产业都处于垄断经营过程,政府对天然气价格实行严格监管;在发展后期和成熟期,政府的监管逐步放松,进入完全的市场化经营。我国的天然气市场存在开发程度低、气源远离市场、管输不发达及供应商单一、缺少完善的法律法规等特征,处于产业发展初期或发展期的初级阶段。因此,我国天然气定价机制改革也应根据这一特点,不符合天然气发展水平的价格改革,只能适得其反,阻碍天然气事业的发展。

The development of foreign natural gas market has experienced three periods of early, development and maturity. During the initial and developmental periods, the natural gas industry was in a monopoly process. The government strictly regulated the price of natural gas. In the later stages of development and maturity, the government’s supervision gradually relaxed and entered a completely marketized operation. The natural gas market in our country has such characteristics as low development level, far away from the market of gas source, underdeveloped pipeline management and single suppliers, and lack of perfect laws and regulations, which are in the initial stage of industrial development or development. Therefore, the reform of China’s natural gas pricing mechanism should also be based on this feature, not in line with the level of natural gas price reform, can only be counterproductive, hindering the development of natural gas.
