This article outlines the design and measurement of an adaptive transmission system that provides a highly stable two-way data transmission over fading mobile channels. A single UHF and VHF carrier is needed. The actual decaying traffic has been tested with a method of recording changes in the gain of the mobile channel and a method of emulating the system hardware. The test shows that it is easy to reach the error probability of 10 ~ (-10). When the working bandwidth of 12.5KHz, ready to adopt the rate of 10Kb four-phase modulation.
