六月一日中央人民政府政务院发出关于购棉储棉工作的指示,并号召全国棉农开展一个爱国主义的售棉储棉运动,以支持国家经济建设,解决目前纺织工业暂时缺乏原棉的困难,深信我省全体棉农具有信心完成所指示的光荣任务。为了配合工业的发展,我省棉农曾响应人民政府增产棉花的号召,并获得增产和普遍丰收。一方面棉农增产发家,生活得到提高,另一方面,棉农又热烈地大量地将棉花卖给国家,供给了纺织工业的生产需要;反转过来,纺织工业供应了军民以棉纱、布疋,这不仅对国家经济建设起了巨大作用,而且对增进城乡互助,巩固工农联盟具有重大的政治意义。年来由于国民经济逐步好转,社会购买力提高,纱布销售量日益增大,而棉花产量还不能适应纺织工业的全部需要,使纱厂生产发生困难。同时,目前棉花市场出现牌价市价不一致的现象,加上棉农出售棉花后对所需生产和生活资料供应不足或不及时,以致产生棉农普遍惜售的心理,国
On June 1st, the Central People’s Government Administration Office issued instructions on purchasing cotton and storing cotton, and called on national cotton farmers to launch a patriotic cotton sale and storage campaign to support the country’s economic development and resolve the current lack of raw cotton in the textile industry. All farmers in our province have the confidence to complete the glorious tasks they have indicated. In order to cope with the development of the industry, the cotton farmers in our province have responded to the call of the People’s Government for increasing cotton production, and have obtained increased production and widespread harvest. On the one hand, the cotton farmers increased production and made a fortune and their lives improved. On the other hand, the cotton farmers sold a large amount of cotton to the country enthusiastically and supplied the production needs of the textile industry. In reverse, the textile industry supplied military and civilian people with cotton yarn and fabrics. Not only has it played a huge role in national economic development, but it also has great political significance for enhancing mutual assistance between urban and rural areas and consolidating the workers’ and peasants’ alliance. In recent years, due to the gradual improvement of the national economy, the purchasing power of society has increased, and the sales volume of gauze has increased. However, the output of cotton has not yet been able to meet all the needs of the textile industry, making it difficult for the mill to produce. At the same time, the phenomenon of inconsistent market prices of the card price in the cotton market, coupled with the shortage or delay of the supply of necessary production and living materials after the sale of cotton by cotton farmers, has led to widespread psychological reluctance among cotton farmers.
