随着义务教育均衡发展的大力推进,基础教育发展重心转移到注重内涵、提高质量上来。但农村薄弱初中内涵式发展困难重重,学校管理者难以进行有效的内部体制、机制改革,教师无力承担内涵式发展重任,教育管理者急功近利与教育发展的长期性矛盾突出,教育资源缺乏制约学校的内涵式发展。造成这些困境主要是缘于学校办学自主权的缺失,农村教师自身条件的限制,教育评价机制和地方财政对教育投入有限等因素影响。
With the vigorous promotion of the balanced development of compulsory education, the focus of the development of basic education has shifted to focusing on content and improving quality. However, the connotative development of weak primary school in rural areas is very difficult. School administrators are not able to carry out effective internal system and mechanism reform. Teachers are incapable of undertaking the responsibility of intensive development. Long-term contradictions between quick success and educational development of education administrators are outstanding. Connotation development. These predicaments are mainly due to the lack of autonomy in school running, the limitations of rural teachers’ own conditions, the educational evaluation mechanism and the limited investment of local finance in education.
