把基层民众的声音带到大会,把人民群众最迫切需要解决的问题提交到中央政府,这是全国人大代表的职权。在十一届全国人大一次会议期间,广东代表团代表依法提出了15件议案、276件建议,参与提出议案、建议的代表有1312人次。代表们从国家工作全局出发,顾大局、议大事,就全国及我省经济社会的发展提出了许多建设性的意见和建议。这些建议最多的是关注农村,关注农民。
