培养一支高素质的跨世纪科技人才队伍,是迎接21世纪经济科技发展新挑战的重要举措。从“九五”开始,未来15年,党中央把发展经济的重点投向西部,这对青海来说,是一次千载难逢的大好机遇。面对机遇,要振兴青海经济,重中之重就是要大力培养跨世纪科技人才队伍。 然而,我省科技人才队伍的现状是:高中级专业技术人才和尖端人才奇缺,队伍老化,素质普遍较低;年纪较轻的高级专家偏少,专业结构和行业分布、学历结构等方面也不够合理;由于我省客观环境和其它各方面条件限制,科技人才流失现象日趋严重,特别是中青年专业技术人才流失尤为突出。据统计,1986年至1991年期间,流失人才高达12680人,1992年至1994
