我国农村公共服务供给不足、结构失衡、供给效率低下,不能满足农村居民多样化的需求。推动农村社区建设是将传统的农村建设转变为新农村社区建设,对落实科学发展观、扩大农村基层民主、创新农村社会管理、完善农村公共服务、提高广大农民的生活水平和生活质量、促进新农村建设和改善民生具有重要意义。同时,农村社区建设研究,也是我国社会主义新农村建设的迫切需要。建设现代文明农村社区既是农村社区治理的根本目标,同时也是科学统筹城乡发展,适于中国农村社会发展的有效途径。公共服务社区化是对政府改善公共服务和转变政府职能的重要举措,是解决服务供给低效与不足的必然选择,有助于结合政府、市场、社区三者的力量,满足农村居民对服务的多样化需求。
